Obtaining the Habilitation Certificate at IOSUD-UVT

What is this regulation?

It is the official framework that regulates the process of granting the habilitation certificate at the West University of Timișoara (UVT). 

This regulation provides a clear and transparent process for obtaining the habilitation certificate at UVT. Candidates must meet the academic and scientific standards and go through a rigorous evaluation process.

What is habilitation?

Habilitation is the certification of a person’s right to supervise doctoral studies. It is obtained by defending a habilitation thesis, which demonstrates the candidate’s research and teaching experience.

How is the Habilitation Certificate obtained?

Process Steps
1. Meeting the minimum criteria specific to the doctoral field.
2. Submitting the habilitation file to the Doctoral Studies Office (UVT).
3. Evaluation of the file by a committee of specialists.
4. Public defense of the habilitation thesis before a habilitation committee.
5. Validation of the results by the UVT Senate.
6. Submitting the file to the Ministry of Education and final evaluation by CNATDCU.
7. Issuance of the habilitation certificate by ministerial order of the Ministry of Education.
Who can apply?
Individuals who hold a PhD degree nd meet the academic standards set by UVT and CNATDCU. 

OR

Candidates with significant scientific and teaching activity after obtaining the PhD title.
What does the habilitation file contain?
1. Habilitation thesis 
2. Candidate’s CV with scientometric identifiers (ORCID, WoS, Scopus etc.)
3. List of publications and a portfolio of scientific works
4. PhD diploma or equivalence certificate (if obtained abroad)
5. Declaration of compliance with minimum standards
6. Habilitation fee (if applicable)

Evaluation and Public Defense of the Habilitation Thesis

How is the thesis evaluated?
1. The verification committee analyzes whether the minimum standards have been met. 
2. The habilitation committee (3 full members + 2 alternates) evaluates the thesis and the candidate's scientific activity.
3. A public defense is organized, during which the candidate presents the thesis and answers the committee’s questions.

Habilitation Fee and Exceptions

EXCEPTIONS:

  • UVT tenured academic staff may be exempt from the fee if they defend their habilitation at UVT.
  • If UVT does not have a doctoral school in the field, the habilitation defense may be funded by the university

What happens in case of rejection?

  • The candidate may appeal the decision within 5 days (only for procedural errors). 
  • If CNATDCU rejects the file, the candidate may file an appeal within 30 days.
  • In the case of final rejection, the candidate may reapply after 6 months.
