General information about
Affiliation and disaffiliation
of PhD supervisors at IOSUD-UVT

What is this procedure?

If you have obtained the habilitation certificate OR you have had your status as a PhD supervisor recognized from another country at UVT

AND

you wish to become part of the team of PhD supervisors at IOSUD-UVT, you will need to follow the affiliation procedure.

This procedure ensures a clear and transparent process for the affiliation (or, if applicable, disaffiliation) of PhD supervisors at IOSUD-UVT. If you are interested in affiliation, make sure you meet all legal and academic requirements before applying.

Who is IOSUD-UVT looking to affiliate?

Doctoral supervisors with strong international visibility and above-average scientific performance, aiming to enhance the competitiveness and quality of UVT’s doctoral schools.

Doctoral supervisors who can contribute to strengthening existing doctoral fields with minimal human resources or to developing new doctoral fields within IOSUD-UVT.

Doctoral supervisors eager to build high-performing research teams under UVT’s umbrella.

Affiliation with UVT is by invitation from a UVT doctoral supervisor or may result from self-nomination.

How can you affiliate as a doctoral supervisor?

Pasul 1A: Preparing and completing the required documentation

The candidate must prepare a file that must include the following mandatory documents:

Step 1B: Verifying preliminary eligibility conditions

The candidate must ensure they meet the following conditions:

Scenario 1 – The doctoral field is in the “consolidation phase” (general criteria):

  • Has the right to supervise doctoral students:

    •   obtained in Romania (habilitation certificate), or

    •   obtained abroad and officially recognized in Romania (CNRED or automatic recognition at UVT);

  • Has not been sanctioned for research ethics violations in the past 10 years;

  • Meets the CNATDCU minimum standards for their scientific field;

  • Meets any additional requirements (some doctoral fields at UVT request extra requirements — for details specific to each field, refer to Annex 2 of the Affiliation-Disaffiliation Procedure at UVT, available on the CSUD/Legal Base page).

Scenario 2 – The doctoral field is in the “maturity phase” (the candidate must meet the general criteria listed above, plus at least one of the following special criteria):

  • Recently secured a major project (national or international grant), as leader or coordinating partner;

  • Is ranked among the top 25% of doctoral supervisors in their field (based on CNATDCU scoring);

  • Has at least 6 recent scientific publications (in the last 5 years), including at least 2 as first author and at least 2 articles published in high-quality international journals (indexed in Web of Science, Q1). For humanities or vocational fields, Scopus publications in the top quartile (75th percentile and above) are also accepted;

  • In the past 5 years, has earned at least 30% of the CNATDCU habilitation score;

  • Is employed full-time (tenured) at UVT.

Step 1C: The complete file is submitted to the CSUD Office (Doctoral Studies Office) at UVT
Step 2: Evaluation of the file by the Doctoral School
  • The Council of the Doctoral School (CȘD) analyzes the candidate’s file..

  • CȘD decides whether to issue a favorable opinion (positive or negative recommendation) regarding the affiliation

  • The CȘD decision is completed in Annex 3 (link) of the procedure.

Step 3: Evaluation of the file by CSUD-UVT
  • The file approved by CȘD is forwarded to the University Doctoral Studies Council (CSUD) of UVT.

  • CSUD reviews the request and may approve or reject the affiliation request.

  • The CSUD decision is detailed in Annex 4 of the procedure (link).

Step 4: Final validation by UVT Senate
  • The CSUD decision (approval of the affiliation) is submitted for final validation to the UVT Senate.

  • The UVT Senate confirms the decision to affiliate the new doctoral advisor.

Only after validation by the UVT Senate does the candidate officially become an affiliated doctoral supervisor within the IOSUD-UVT doctoral school.

Can colleagues who are not doctoral supervisors also affiliate?

Researchers or teaching staff from UVT or outside UVT may collaborate with the Doctoral Schools without holding the status of doctoral supervisor.

The affiliation procedure for these individuals is established at the level of each doctoral school.

When can disaffiliation occur?

  • Upon personal request

Ex officio, in cases such as

  •  Inactivity for at least 3 years (no supervised PhD students)

  •  Exceeding the age of 80

  •  Ethical or criminal sanctions

  •  Failure to meet academic standards
